At Central Asia Tech Law (CAT Law), our mission is to bridge the gap between technology and law in Central Asia, addressing the unique challenges posed by emerging technologies in the region. Notable Milestones

In 2019, Dr. Ammar Younas pioneered the creation of Central Asia Tech Law (CAT Law), establishing it as a new academic discipline focused on the intersection of technology and law in the Central Asian context. This pioneering work laid the foundation for a new approach to addressing the region’s unique technological and legal challenges, including issues related to artificial intelligence (AI), data privacy, and digital governance.

In 2020, CAT Law’s foundational research in AI ethics and digital law received formal recognition from regional governments across Central Asia. This recognition further cemented CAT Law as an essential framework for guiding technology governance and providing legal solutions to address the Fourth Industrial Revolution in the region. The proposal for a Generalized AI Policy for Central Asia became a pivotal point for discussions on AI governance across multiple nations.

In 2021, CAT Law was honored as a finalist in the Global Startup Awards, recognized for its innovation in technology law. This international recognition highlights the global relevance and pioneering nature of CAT Law, as it addresses the pressing need for technology law in Central Asia and provides a framework for policy development that is region-specific while aligning with international standards.

In 2024, as part of his continued efforts to guide responsible AI development in the region, Dr. Ammar Younas, in collaboration with Prof. Yi Zeng, proposed the Central Asian AI Ethics Principles. This proposal aims to address the ethical challenges posed by AI technologies in Central Asia, ensuring that AI development in the region is aligned with the values of inclusivity, sustainability, and cultural sensitivity. This framework has already begun to inform AI policy discussions in the region and is expected to have a lasting impact on AI governance.
